Xavier is a French citizen, seasoned oil & Gas senior executive and experienced Senior Logistics Operations executive with over twenty-five (25) years’ experience in the Oil & Gas logistics sector, including port management in the oil, gas, petrochemical and energy industry.

Xavier has worked for various IOC (International Oil Companies) and multinationals logistics companies, including Chevron (Angola), Maersk Oil (Angola), Total (Singapore), Total (Angola), Total E&P (Angola), Elf Petroleum (Iran), Iget International (Chad), ETPM (Holland / Norway) and Charbonnage de France Int. (French Coal Company).

Xavier occupied the following positions in the past twenty-five (25) years:

• Operation Manager: Absip /Chevron (Angola) (January 2016).
• Base Manager: Maersk Oil (Angola) (2012 to December 2015).
• Client Representative at Keppel Shipyard: Total (Singapore) (2012).
• Logistics Operation Manager: Total (Angola – Port Harcourt) (2007 to 2012).
• Head of Logistics Operations: Total E&P (Angola) (2003 to 2007).
• Logistics Superintendent: Elf Petroleum (Iran) – Kharg Island (2001 to 2003). Xavier and his team were responsible for setting up in a very short time a safe, cost effective and efficient logistics organization to support 2 land rigs and 1 offshore jack up rig.
• Head of Mission: Iget International (Chad) (2000 to 2001). Construction supervision of 600 Km of pipe and field facilities on behalf of Chad Petroleum Ministry (Rig Rig).
• Logistics & Administrative Coordinator Support: Pride Foramer (1998 to 2000) – Venezuela, Indonesia, Singapore, Pakistan, India, UAE and Bangladesh.
• Logistics Superintendent for LB 200 and LB 16001: ETPM (Holland / Norway) (1996 to 1998).
• Logistics Coordinator (Buyback project Coal India): Charbonnage de France Int. (French Coal Company) (1995 to 1996).

Xavier is the co-founder and Executive director of 3PL Energy. 3PL Energy is a Dubai based entity that offers complete logistics turnkey solutions to clients, from project engineering & planning to execution onshore and/or offshore. It provides a full range of services tailored to customers’ individual business requirements, and across all geographical regions and trade routes, ranging from EPC, mining, oil and gas, power generation and other infrastructure projects.

Xavier has extensive and proven experience and has accumulated skills in a range of diverse roles, encompassing safety, logistics outsourcing project, logistics turnkey solution, warehouse material management, off and onshore projects, logistics base layout, design and set-up. Xavier has mastered all aspects of contract and procurement negotiations, budget preparation and cost control and has built leadership qualities, effective problem-solving ability and a strong work ethic.

Xavier is the holder of a Master Degree in Finance from Université Toulouse – BUT GEA (Gestion des Enterprises et des Administrateurs) in France and has done various training and courses in HSE, Oil Spill Training and Basic Safety Training.
